Notification and Registration Requirements: Hawaii does not have notification requirements for registration drives.
Compensation Restrictions: Do not pay registration drive participants based on how many registrations they collect. Do not offer an applicant any incentive of monetary value to register to vote.
State Form: The state mail-in voter registration application can be downloaded at the Office of Elections website: elections.hawaii.gov/voters/registration
Voter registration applications are available in packs of 50, and up to 100 applications may be requested every 30 days. Request state forms here: bit.ly/hi_voterregapprequest
Federal Form: The federal mail-in voter registration application may be used in voter registration drives: eac.gov/voters/national-mail-voter-registration-form/
Photocopying Blank Forms: A master copy may be requested for duplication purposes. Voter registration applications must be photocopied in their entirety, including all instructions, and conform to these specifications: Must be a 1:1 reproduction on 8.5″ x 11″ white 20 weight bond paper or heavier (70lb. text white wove offset is preferred) without a glossy finish and cannot be reproduced on newsprint quality paper. Additionally, no campaign material or informational literature unrelated to voter registration can be included in, attached to, or affixed to voter registration applications. Incomplete Applications: Do not fill in any missing information on a registration form unless you have express consent of the applicant.
Photocopying Completed Applications: It is unlawful for any person to use, print, publish, or distribute any voter registration information acquired directly or indirectly from the voter registration applications or any list prepared from them.
Submitting Completed Applications: Applications must be submitted by 4:30pm on the tenth day before the election.
